role PURPOSE

Within Plan International Cameroon, this role will ensure appropriate strategic direction is set and maintained for the Logistics management a PIIA/ERA level, aligned with Plan International standards and processes. The postholder will drive an efficient and effective Logistics planning and strategy and engage proactive support to meet project needs and requirements; achieving compliance to Donor, Grants and Plan procedures and systems, as much as upholding high standards of ethics.

Dimensions of the Role

Logistics management in the scope of this role includes:

  1. Lead the logistics processes performance analysis, monitoring and reporting across the country both in the PIIA
  2. PIIA Focal point or Logistics Systems application, compliance and strengthening
  3. Capacity building on logistics areas (tools, procedures, systems, .)
  4. Ensure that the KPI’s for logistics are measured and improvement actions and plan are putted in place to align to the standards 
  5. Support and report to the Logistics Coordinator in minimizing financial and compliance risks throughout the logistics processes

The role covers the areas of logistics at a PIIA Office level, and technical supports of Programme Units Logistics focal points. Cross-functional engagement with other functions is critical for this functions to ensure alignment of processes country-wide.

Stakeholder Engagement: Internally, the postholder will engage across functional and geographical boundaries within the region (Programme and Project staff, Finance, Risk and Compliance, Programme Unit managers…). Externally there will be engagement within and outside the sector, including INGOs, UN agencies, partners and suppliers.

Accountabilities

Maintain high standard of all Logistics processes and activities

  1. Implement PLANS’s systems and procedures at area offices;
  2. Responsible for transport management: organization of the movement of goods and personnel, driver’s management, vehicle management, reporting, etc.
  3. Responsible for the preventive and curative maintenance of all PIIA office vehicles and ensure that essential spare parts are available at all times in suppliers’ stock.
  4. Review all Logistics files in your field location for compliance and supporting documents
  5. Keep up to date data on Logistics activities: Logistics follow-up, ·      
  6. Conduct regular spot checks on assets and stock in your field location. 
  7. Participate in assets and stock counts, once every quarter.
  8.  Monitor the use of vehicles and generators by ensuring that log books are checked and signed regularly.
  9.  Consolidate and review various logistics reports and share with the logistics coordinator
  10.  Ensure the proper physical and electronic archiving of logistics documents in accordance with the filing tree and PLAN standards.
  11. Ensure that logbooks, vehicle maintenance documents, fuel reports are filled into TrackPoint
  12. Organize and supervise with the concerned programs the distribution activities from the packages (assemblies) to the distribution to the beneficiaries.
  13. Ensure that warehouse procedures are respected and all movements are properly documented.
  14. Ensure proper management of office building, including access management
  15. In collaboration with the security department, ensure proper supervision of security agencies
  16. Responsible to organize inventory of assets and stock as per Plan procedures.
  17. Establish vehicle maintenance and movement plans.
  18. Ensure proper filing of all support documents in office 365
  19. Strengthen the development, monitoring and execution of logistics tasks with Areas logistics officers

Leadership

  1. Accountable for PIIA logistics   performances, providing strategic direction and supports to operation’s and program’s staff.
  2. Leading on driving logistics change initiatives through the global/country supply chain excellence in line with operations manual.
  3. Proactively engage with cross-functional Teams to ensure that staff have a good knowledge on logistics procedures tools, policies and principles.

Capacity Development and Stewardship:

  1. Develop strong integrated working relationships with user departments to support the early identification of supports or any action needs  
  2. Provide analysis, benchmarks and recommendations for determining effective resource utilization
  3. Lead and implement continuous improvement as a standard way of operating within the PIIA offices

Technical expertise, skills and knowledge

Essential

  1. Have at least a Bachelors Degree in Logistics and Supply Management, Administration Management or an equivalent university degree in a relevant field
  2. At least two (4) years of professional experience, including at least two (2) years in a similar position, preferably in an international NGO, or equivalent combination of education and experience.
  3. Knowledge of donor regulations, including EU, BMZ GIZ UNHCR and/or other foreign government development agencies, and other multilateral development agencies in procurement matters is an asset.
  4. An interest in international development and public health programs and an understanding of the synergy between the programmatic, operational and financial components of project design and implementation are highly desirable
  5. Good experience and knowledge on logistics procedures..
  6. leadership and interpersonal skills with a particular ability to think out of the box
  7. analytical and problem-solving skills, with the ability to report and demonstrate on performance improvement and efficiencies through spot on and concise reports
  8. Excellent communication skills
  9. Ability to draft clear and precise report in responding to queries
  10. Ability to work independently with minimal supervision
  11. Must have very good interpersonal relationship with colleagues and supervisors.
  12. Experience conducting cost analyses.
  13. Experience working with vendors or other partners

Desirable

  1. Experiences in logistics in emergency programming both in self implementation and implementation trough partners.
  2. Experiences in using SAP and Microsoft Dynamics…)
  3. Knowledge of the humanitarian sector trends and constraints would be an advantage
  4. Experience in international supply chains and custom regulations would be an advantage
  5. Training and capacity building would be an advantage
  6. A professional qualification and membership of recognized purchasing and supplies institution.
  7. Experience of working in ERP based systems and environment
  8. Experience of working in large scale/fast moving emergency responses would be an advantage
